Sasha Jovanovic, Planner

Walking and biking are the most socially equitable forms of travel. They strengthen the bonds within a community, help foster more interesting urban spaces and provide an outlet for physical activity—all while having a minimal negative impact on the natural environment. To plan for walking and biking is to plan for a socially just city.

Sasha Jovanovic has several years of GIS, technical writing, data analysis and research experience. Since joining Alta in 2007, he has worked on several bicycle and pedestrian master plans, as well as Caltrans funded non-motorized travel research. He has contributed to the development of innovative GIS techniques for assessing pedestrian need in urban areas. Mr. Jovanovic earned his Master’s Degree in City Planning from San Diego State University in 2008.

Recent Projects

  • San Diego Regional Bicycle Plan
Alta is developing the Regional Bicycle Plan as a part of SANDAG’s Regional Transportation Plan. Sasha is assisting with the identification of issues and opportunities to enable the development of a unified bicycle system in the San Diego region. Sasha collected and managed data on existing conditions, developed spatial information on facilities and bicycle crashes, and created maps for the plan document and plan outreach. During the outreach phase, Mr. Jovanovic was a part of a team of facilitators for the plan’s several public workshops.
  • City of San Diego Pedestrian Master Plan Phases 2 and 3
For Phases 2 and 3 of the San Diego Pedestrian Master Plan, Sasha is involved in the collection and analysis of existing conditions data in the field. He has also created maps, and helped develop materials for public input for this project-including the creation of a pedestrian audit tool. Sasha’s involvement also includes developing a measure of pedestrian level of service (LOS) for the City. Mr. Jovanovic’s work in Phases 2 and 3 will establish the prioritization and implementation of pedestrian improvement projects in 7 of San Diego’s community planning areas.
  • City of Carlsbad Pedestrian Master Plan
Sasha helped identify high priority pedestrian improvement projects for the City of Carlsbad Pedestrian Master Plan. Mr. Jovanovic also managed the collection of existing conditions data and developed maps for the final plan document. Using GIS he performed spatial suitability analysis using indicators of pedestrian deficiency, attraction and generation, which helped inform the plan’s prioritization of capital projects. He was also involved in the public outreach process and helped identify issues and opportunities for walking in Carlsbad.
  • Caltrans Seamless Travel Study (2007)
Through the Seamless Travel Study, Caltrans aims to increase rates of non-motorized travel in the state of California by researching the relationships between land use, pedestrian and bicycle facilities, demographics and travel behavior. Sasha participated in the collection of peak period pedestrian and bicycle trip-making at 80 intersections in San Diego County. He also managed a pedestrian and bicycle behavior/opinion survey database, developed measures of intersection-specific land use and transportation variables through GIS and conducted multivariate regression analysis for this study.
