Transportation is central to my life, it is what I have studied, it is the career path I've chosen, and most simply, it's how I get around. I have had the opportunity to explore numerous modes of transportation, whether it was relishing in the freedom of being training-wheels-less on my shiny new bicycle, soaring the skies in Cessna planes when I was too young to drive, swimming the Hudson River segment of a triathlon, cruising the scenic foothills and valleys of Chattanooga via scooter, or tackling the American Tobacco Trail on foot or bike, these alternative transportation opportunities granted me the joy of true independence and shape the way I see the world. Working for Alta allows me to continue to explore transportation opportunities with the communities I work in. Through each project, I am able to share my love for the mobility that walkable, bikeable and liveable communities can offer its citizens.
Lindsay Smart brings a background in regional, county and local community planning to Alta/Greenways. Her experience includes transportation, environmental, sustainability, and land use planning. Lindsay brings both GIS and planning experience to the Alta Team.
Recent Projects
Ecusta Rail Trail Plan, NC
The purpose of this planning study is to examine existing and future resources, opportunities and constraints, and the planning and design for converting the existing 18-mile rail line into a shared-use trail. The plan will produce a cost-benefit analysis of the rail-trail project and estimate the amount and type of demand for such a project. Lindsay is responsible for the mapping and planning-related tasks for this project.
Rocky Mount Pedestrian Plan, NC
The plan provides clear project priorities, tools, and programs for improving the pedestrian environment in Rocky Mount. The plan includes detailed priority project recommendations while also providing a recommended comprehensive network of facilities to be developed over the next 20 years. Lindsay contributed to the development of the map series and the plan document.
Creedmoor Pedestrian Plan, NC
The plan provides an up-to-date framework for moving forward with the development of tangible pedestrian improvements. It provides guidance for enhancing conditions for pedestrians, outlines short-term and long-term policies, programs and opportunities to help encourage people to walk more often, address connectivity and safety with facility recommendations such as sidewalks, greenways, and crosswalks. Lindsay contributed to the development of the map series and the plan document.
Cleveland Urban Area MPO 2035 Long Range Transportation Plan, Cleveland, TN*
Lindsay was the project manager for the 2035 LRTP. The Regional Transportation Plan (RTP) is a long range (20+ years) multimodal strategy and capital improvement program developed to guide the effective investment of public funds in transportation facilities in order to help manage congestion, increase regional mobility options, and conform to national air quality standards.
Cleveland Urban Area MPO FY2011-FY2014 Transportation Improvement Program, Cleveland, TN*
Lindsay was the project manager for the FY2011-FY2014 Transportation Improvement Program (TIP). The TIP is a programming document that details a four-year budget of transportation projects. The TIP provides the opportunity to select projects from the LRTP that are most suitable to the region’s current or short-term needs.
- Cleveland Urban Area MPO 2008 Bicycle and Pedestrian Plan, Cleveland, TN*
The purpose of this plan is to create a coordinated system of bicycle and pedestrian facilities that enhance and promote multi-modal travel within the Cleveland MPO area. Specifically, the plan addresses opportunities for expanding and improving bicycle and pedestrian travel within the MPO area. Recommendations of the plan include specific locations for improvements to bicycle and pedestrian travel, ideas to promote walking and bicycling, and how to help improve safety for non-motorized travel.
