Jean Crowther, Planner

At some point, I was lucky enough to realize that I have two great loves in life: the outdoors and community. And with that comes a personal interest in the health of my neighbors, in building social capital, in equity, in a green and growing natural environment, in fun and quality of life, and in taking an active role in making all of that possible.... and, fortunately for me.... I also realized that there's a profession that lets me impact every one of those ideals in a big and meaningful way. 



Jean has over seven years of experience in planning for outdoor recreation and active transportation in both South Carolina and Texas. From 2006-2009, Jean was the Associate Director for the non-profit Partners for Active Living based in Spartanburg, South Carolina, where she co-managed the local Bicycle Friendly Community Campaign. This campaign led the City of Spartanburg to earn the first Bicycle Friendly Community designation in the State of South Carolina. Previously, Jean worked on various pedestrian and bicycle master plans, assessments, and fund-raising opportunities around South Carolina. She has been a presenter at the Pro-Walk/Pro-Bike Conference, the South Carolina Department of Transportation Partnering Conference, and the New Partners for Smart Growth Conference.  Jean is also a League of American Bicyclists Certified Cycling Instructor.  


Recent Projects

  • Bike Share Feasibility Study for Greenville, SC
    Jean completed a bike share feasibility study for Greenville, S.C. as the seminal work of her Master's degree. Through case study analysis and a Greenville market analysis, Jean identified local demand for bike share and revenue generating opportunities. 
  • City of Greenville Bicycle Master Plan
    From 2010 to 2011, Jean assisted in the development of the city-wide Greenville Bicycle Master Plan.  She provided a needs analysis for bicycling activity, led a bicycle count, completed a Bicycle Friendly Community Action Plan, and tailored recommendations for bicycling programs and resources. 
  • Spartanburg County Pedestrian & Bicycle Master Plan Spartanburg, SC
    Jean worked as the Community Advocate for the Spartanburg County Pedestrian & Bicycle Master Plan. She secured private and public funding for the development of the plan and a mode share study, and served on the technical committee; the plan was endorsed by local councils in 2010 and is now in implementation. 
  • Hub Cycle Community Bike Lending Program Spartanburg, SC
    As the Program Director for the Hub Cycle Community Bike Lending Program, Jean developed a successful bike library by recycling donated, used bicycles and hiring a part-time bicycle mechanic. The program continues to serve every demographic of Spartanburg with over 100 annual transactions.
