David Pulsipher, Planner

I love bicycling because it answers some of life's biggest challenges. How can I save money?  How can I improve my health?  How can I spend less time in traffic, in the car and more time with my friends and family? Every time I ride I'm improving my health, helping the environment, and saving money. 

My wife and I recently had our first child, and I'll never forget the feeling of our first family ride.  I have never felt so liberated.  Riding with my wife and son has greatly influenced my perspective on bicycle planning - and the types of infrastructure/programs needed to support bicyclists of all abilities.  Planning for all bicyclists is an exciting challenge. I love working for Alta where I get to work on real, practical solutions to the problems I (and others) worry about. 







David joined Alta in 2008.  He brings strong skills in public outreach and workshop facilitation, policy analysis and technical writing.  Prior to his work at Alta, David was the Bicycle Parking Coordinator for the Los Angeles County Metropolitan Transportation Authority (Metro).   David’s role as the Bicycle Coordinator focused on increasing the mobility of Los Angeles residents by encouraging multi-modal commuting.  Before coming to the transportation field, he worked as a communications consultant. David’s outreach experience ranges from the neighborhood to national level.


Recent Projects

  • Billings Bikeway & Trails Master Plan, MT 
    As "America's Trailhead", the City of Billings seeks to implement a bikeway and trail network that places it at the forefront of encouraging active, healthy lifestyles. David is responsible for developing recommendations for the on-street network and city policies to strengthen bicycling in Billings. 
  • University of Colorado at Boulder Transportation Plan, CO 
    In one of the country's most bicycle-friendly cities, this plan seeks to increase non-motorized travel to an expanding, flagship university. David is responsible for creating an inter-campus network of bicycle and pedestrian exclusive corridors, as well as creating designs that help mitigate conflict between transit users, pedestrians, and bicyclists.
  • Whitefish Safe Routes to School Study, MT 
    As a year-round recreational destination for many, the City of Whitefish wants to support more children walking and biking to school. David performed walk audits and street network analysis for this study. David will also be assisting with the development of programs and projects to help Whitefish compile a competitive application for Safe Routes to School funding at the state level.
  • Culver City Bicycle & Pedestrian Master Plan, CA 
    The Culver City Bicycle and Pedestrian Master Plan combined one of the county’s major flood control channels and a complex street layout with a rapidly growing downtown and arts district. David managed the Culver City Bicycle and Pedestrian Master Plan from its beginning to City Council adoption.
  • Los Angeles Bicycle Master Plan Update, CA 
    As a part of the Los Angeles Bicycle Master Plan team, David brought his experience in public input/research to help create a plan that addresses and reflects the concerns of Los Angeles bicyclists. David led the effort to create a recommended bikeway network with a goal of creating a continual one-mile gride of bikeways throughout Los Angeles.
  • Orem Bicycle & Pedestrian Study, UT 
    David brings his experience in media-driven public involvement to this project, creating a survey distributed online to capture bicyclist and pedestrian opinions in Orem. David is also assisting in providing analysis and recommendations for future network improvements and connections.
