Clarion/Little Toby Rail-with-Trail Feasibility Study, Elk County (PA)
Alta provided a feasibility study of an 18-mile-long rail trail with a 1.8-mile rail-with-trail (RWT) section along an active line owned by the Buffalo & Pittsburgh Railroad. The project involved an interagency working group and non-profit trails organizations to resolve challenging issues related to maintaining both trail use and the railroad within a constrained corridor. The plan relied on Alta’s national leadership in RWT development, along with field analysis, and facilitated consensus building and experience with similar projects.
