Ada County Bicycle Master Plan

Alta Planning + Design, Inc. was retained by the Ada County Highway District to update the County Bicycle Master Plan. The plan provided an assessment of the current bicycle network and made recommendations for a  series of improvements including additional bike lanes, signed shared roadways, bicycle boulevard designations; identified areas of cooperation between the highway district and the cities, for instance providing necessary support facilities such as bicycle parking; and recommends a variety of programs and policies to allow for safe, efficient and convenient bicycle travel in and between the communities of Ada County and connecting to destinations outside the county.  The Plan covers the “4 E’s” of planning for bicyclists – Engineering, Education, Encouragement, and Enforcement – recognizing that an approach that draws from all 4 E’s will be the most successful in improving safety and increasing the number of Ada County residents bicycling to work, to shop, to school, or for recreation.  Plan development was informed by an extensive public participation program that included user counts, press releases, web site posting, a user survey, multiple public open houses, and over 30 stakeholder interviews.
